The Accounting Manager provides professional management level financial services in support of 20+ departments including oversight, budgetary development, and compliance, providing accounting advice to departments and other County functions as needed. Supervisory responsibilities include the managing and coordinating of staff duties.

The Accounting Manager must be self-directed and possess the ability to work with limited supervision from the Finance Director and/or the Court; must be able to independently perform duties and tasks requiring specialized knowledge in the following areas: budgeting, accounting systems and controls pertaining to all aspects of generally accepted accounting principles (GAAP) and governmental accounting processes and protocols.

Critical to this role is the successful planning and organizing and execution of a heavily diversified workload. Knowledge of accounting practices, Oregon Budget Law, and banking procedures, as well as business mathematics are required.  This individual must also possess the knowledge and skills to lead a successful migration to new financial technology. This role requires a commitment to undertake strenuous continuing education, and professional development.

Essential Job Functions

Maintain the County-wide accounting structure as required for the County's financial information system including the chart of accounts. This structure facilitates the recording of transactions and the annual and monthly reporting requirements.

Prepare the annual financial statements including all supporting schedules. Prepare for and facilitate the County's annual audit process. Assist auditors with information requests, data analysis, internal control evaluations, and reporting requirements.

Perform research, interpret, and ensure County accounting practices and reports are compliant with GAAP standards, state and federal law, and the County's ordinances, rules, regulations, policies, procedures, and other guidelines.

Manage effective and efficient month-end and year-end closing processes to ensure the quality of financial records. Develop and distribute month-end departmental financial reports.

Evaluate and manage the County's financial systems to meet reporting and budgeting requirements. Research, review, coordinate, and facilitate the design and implementation of automated accounting/financial systems and applications.

Evaluate, develop, implement, and manage County-wide internal controls advising County departments on financial policies/procedures, partnering with department heads, County Court, and other authorized 

County agents to resolve complex accounting issues and complaints ensuring sound accounting controls and financial management principals.

Assist Finance Director with preparation of annual and supplemental budgets. Provide support and advice to assist the County's budget process and to other functions of the Finance department.

Manage and coordinate the daily activities of assigned departmental staff including planning and delegating 

assignments and conducting performance evaluations.  Provide training and coaching to assigned staff.  Partner with Human Resources on all personnel issues including, but not limited to disciplinary actions.

Knowledge of principles and practices of accounting including government fund accounting, internal controls, accounting systems, recordkeeping, and auditing in accordance with GAAP, professional standards developed by the Governmental Accounting Standards Board (GASB) and statutory budget laws.

Excellent critical thinking and analytical skills; ability to exercise professional judgement and solve highly technical and complex problems.

Ability to develop and manage goals and policies, implement, and evaluate programs and business practices.

Highly effective written and verbal communication skills, with ability to present concise reports and recommendations on complex financial information to the Court.

Ability to develop and manage cooperative relationships with colleagues, the public, and vendors and business partners.

Ability to effectively manage and lead the work of the professional administrative support staff; provide coaching, training and evaluate assigned staff. 

Required Education, Training, and Experience 

Bachelor's degree in Accounting, Finance, Business Administration, or related field.

Five or more years of increasingly responsibilities in accounting experience, preferably in a public sector environment, including demonstrated experience overseeing programs, projects, and staff.

Preferred Education, Experience, and Certification

Master's degree in accounting or related field

Oregon CPA

GFOA-CPFO Certification or ability to obtain

Oregon Budget and Tax law training/certification or ability to obtain

Supervisory Responsibility 

This position has supervisory responsibilities 4-10 employees.

Work Environment 

This is largely a sedentary role; however, some filing, lifting, and carrying may be required. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Must be able to work in an office environment that is environmentally controlled.  The employee must possess sufficient hand coordination to perform keyboarding and data entry, execute arm/hand movements to retrieve work materials and operate a variety of general office equipment.  The position is frequently required to sit is frequently required to sit, stand, walk, stoop bend, reach, stand, grasp, reach, grasp talk, hear, see, and lift up to 10 pounds
