Position Summary: The Project Analyst is responsible for the management and development of current and new programs and projects, data collection, research, and analysis. Responsibilities include researching to design new projects, preparing and presenting new ideas to improve current processes that impact organizational outcomes and priorities. This position is responsible for the coordination and completion of projects on time within budget and scope. Oversees all aspects of projects, sets deadlines, assigns responsibilities, monitors, and summarizes through reports that demonstrate the progress and health of projects and programs. Must be able to lead others in a collaborative environment.

Hours: This position is exempt working 37.5 hours per week Monday through Friday.

Responsibilities:
Coordinates with cross-discipline team members to ensure that all parties are on track with project requirements, deadlines, and schedules
Coordinates and collaborates with the project team leader to ensure project compliance and optimal outcomes and monitors the same
Develops and maintains an understanding of funding source requirements, objectives, priorities, and outcomes and utilizes manuals and regulations to perform duties
Coordinates the development of user manuals, training materials, and other documents and extrapolating that information into simplifying procedures to enable successful implementation and turnover of process or system to program participants
Manages acceptability or project deliverables to Project Team Leads and ensures a high level of customer satisfaction
Performs risk management to minimize project risks and red flags by verifying data and information and analyzes I.T. to suit the direction of the project
Tracks project performance as appropriate to analyze the successful completion of short and long-term goals and report the same to the Executive Director, as appropriate
Elevates unresolved issues that could impact the overall success of the project or agency's community reputation
Establishes and maintains relationships with third parties/vendors as appropriate
Creates and maintains comprehensive project documentation and evaluates outcomes on Results Oriented Management Accountability (ROMA) reporting
Serves as Operational Efficiency Team Lead to evaluate programs or issues that impact cross-sectional departmental operations
Ensures that the focus is on cost-saving measures that result in high-quality levels of service delivery and/or organizational functions
Monitors budgetary objectives for each project or program and works with the finance department to adjust project constraints based on financial analysis including compliance with non-federal share requirements
Develops comprehensive project reports that include spreadsheets, diagrams, and process maps that document needs and outcomes to be shared with Senior Leadership and the Board of Directors
Develops and produces a project evaluation system applicable and specific to each project
Participates in compiling result-oriented program outcomes in accordance with the Council's Strategic Plans, Annual Plan, and ROMA plan
Manages the Council's customer complaint system with a high level of customer service and customer satisfaction
Develops and presents training as appropriate to ensure optimal program outcomes
Represents the Office of the Executive Director at internal and external meetings, as directed
Supervises assigned staff
Uses and continually develops leadership skills
Attends conferences and training as required to maintain proficiency
Performs other related duties as assigned

Qualifications:

Bachelor's degree in business, public administration, or related field is required
Five (5) years of comparable experience/education will be considered, based on relevance, as a substitute for the bachelor's degree
High proficiency in business English writing is required
Computer literacy, including word processing, spreadsheets, databases, and the internet and e-communications arc highly preferred.
Must demonstrate effective oral and written communication skills, and strong organizational skills.
Must be able to prioritize duties and work with several staff members to complete tasks
Must obtain the Certified Community Action Professional Credential within five years of appointment.
Must have a valid driver's license and be insurable under the Agency's insurance plan
Additional certifications required by local, state, and federal requirements or funding sources.
Must be sensitive to the needs of low-income persons and demonstrate understanding and ability to work with persons of diverse cultures and socioeconomic status
Reliable transportation that can be used for work-related travel
Must have cellular accessibility to use for work-related communications
